When going from 96-98 gt brakes to 99-04, what all is needed? anything besides calipers and brake pads? what about a cora brake setup? Im leaning more towards the new edge gt brakes because of price..

Either way, switching to 99-04 GT style brakes, or 94-04 Cobra brakes, you will need:
Brake Calipers (2)
Brake Caliper anchor brakets (2)
Brake Rotors (2)
Brake Pads (box with 4 pads)
Hardware (4 bolts per side)
And I would recommend replacing the Front brake "soft" lines while you are upgrading, but it's not required.
The 94-04 Cobra Brake setup can be found for relatively cheap, sometimes around $200 for the whole sha-bang.
It's not as cheap as the 99-04 GT setup, like you said, but I can tell you from experience, putting the 13" Cobras on the
front was the best mod i have made to my car.

+1 for the cobra brake mod. That makes the car so much easier and safer to stop.

Yes cobra brakes are nice, but GT brakes do a good job as well. I know plenty of guys trapping 12-145 on stock gt set ups, If they feel comfortable with that, it works for me, just need ot make sure that brake fluid is good haha.

Anyone have a link to a kit wither everything you need in it? I hate having to piece stuff together.

That's the only one i saw on ebay, and i did a quick search on corral, at the time no complete kits, but one person was selling
a pair of cobra calipers/brackets for $150. You might be able to price out 13" brakes through a local parts store.. Ask for front
LOADED calipers, and front rotors. The calipers will be blank (without "cobra" or a running horse emblem on them), but it's the same
damn thing. Most "loaded" calipers will have: caliper, pads, caliper bracket. Although you are apposed to it, sometimes "piecing
together" a brake kit can be the most cost effective method. My 2 cents.
