Adjusting e-brake

Hey guys, just went for inspection and got a reject for drivers side headlight being too low (fixed) and the e-brake not holding at 1200 RPM. Talked to my mechanic and he said it's the e-brake cable needing to be tightened. I read online that it can be tightened via a nut inside the e-brake housing by removing the center console. Then a buddy of mine at the local Town Fair says it has to be adjusted on the cable itself under the car. Just looking for clarification and a parts list to do the fix. I would just replace everything but from what I've read it's a PITA and I've only got $50 right now. I've got plenty of time to get reinspected just don't want the hassle of getting pulled over for the reject.

On my last GT I adjusted it from under the car, was easy to do, just jacked it up and crawled under

Went down to Midas and had them check it out for free. Both sides need to be replaced but it held up to 1200 RPM so I brought it back to Firestone and passed =D
