have you tested the fan itself?
For testing you can run a live wire directly from the battery to the fan to ck both speeds.
Also have you verified that the ON signal coming out of the CCRM is there or not.
The wiring diagram is in the back of your Haynes/Chilton manual so you know which one to test.
There was a fusable link installed in the fan circuit because of an SB on some cars.
