Do I need this emisson pipe?

I'm trying to install this smog pump emisson pipe and it is a tight fit and can't get it through to connect to the x-pipe. Do I need to use this emisson pipe? Can I just cap off the exhaust and the smog pump?

You should just remove the smog pump.

Only reason why I have the smog pump is because I have the Vortech and on the belt routing it shows the smog pump. So basically, I'm just using the smog pump pulley to route the belt.

I don't know the Vortech setup off-hand but why don't you just get rid of it and run a shorter belt?

If you get sniffed in your state then you probably need it if nothing more than "it's illegal to tamper with emissions equip."
In all reality, all it does is help the cats warm up quicker at start and I doubt the sniffer machine can tell is there is a smog pump connected or not. The inspector on the other hand, can fail you just because it's missing.
