How does the rear lower (black) panel come off for repainting?

All I see are some push pins under the rear body between the tailpipes ...is that all holding the lower center panel in? I'd like to pull it & paint it...thanks in advance! The black section between the tail pipes in this pic

That's part of the bumper cover.
Under that is the fuel tank cover.

95% of people just mask off the rest of the bumper to paint that. They don't even bother removing the cover. Do you plan on painting it body color?
