Mustang seems sluggish and what upgrades next??

when i bought my 95gts it already had a smog pump del with pulley,and the guy took the tube off the egr and filled the stock manifold and i also had the o/r h pipe tube welded shut...i have no check engine lights but the car is running rich i think and at idle the engine seems to idle a little rough! could this be egr prob? i havent checked the heads to see if he capped it or not...upgrades so far are those two above,o/f h pip,ripper shifter,flow's,march pulleys,9mm frpp wires cai...the next upgrade i want to get maybe is a 70mmtb or maybe bbk shorties...also could this be a prob with the sensor going in the cai its sorta loose from the way he installed it.....
