Please forgive me if my descriptions are off, I am just starting to get more serious on trying to work on my cars :)

I upgraded the stock throttle body with a SR Performance 70mm Throttle body, and when I took the stock off, there was a little oil around the bottom of the unit by the seal.

It was not a lot, just enough to wipe off with my finger. I read that a bad PVC Valve could cause it (which was replaced about a year ago only because I did not know the maintenance history), so that could be left over from that, but wanted to get opinions or other ideas.

A little bit of oil like that is pretty normal, as vacuum is most of the time present there, especially at idle. Oil will be present regardless of whether or not a PCV valve is faulty. If the PCV when removed rattles at the shake of a hand, it's still good. It's only when it gets gunked up with oil vapor for too long and sort of condenses and becomes grimy over time that it's a problem. You can also try to force air through one end of it and it should block it, as it's pretty much just a one-way check valve.

Awesome, thank you for the response.

Once again,

cobrajeff96 read my mind before I got there, we delete all the potential of oil getting into the intake and tune out any codes... Those systems are there to SLOWY gunk and destroy your pride and joy... As long as there is no vacuum leak, it quite literally is serving very little purpose, catch can my friend and plugs on the problem spots unless you just love perfect stock (and there is nothing wrong with that)... If you removed that intake you would see why the inside of it is covered in oil, good PCV or not... I use open filter breathers on a VERY F/I Coyote build and it catches the small oil coming out of the valve covers, vacuum robber on some cars also when tuning and doing builds because the crankcase is NEVER perfectly sealed... Emissions SUCKS, and that is all it ever was from day one of all that kind of thing...
