P1151 code

Hi all I've been battling a P1151 code on my 2001 mustang GT. I've changed the o2 sensor and wiring loom but still the dam code keeps popping up. The code only pops up when I start the engine when it is warm, for example when I go into a petrol garage to fill up and then restart the engine to leave give it a couple of minutes and it pops up. It never pops up when the engine is started cold and I can do over 100 miles of driving and no code will pop up BUT as soon as I turn of the engine wait a minute or two then restart it the code will without fail pop up.
Hope this makes sense
Any ideas?

I have checked
Oil level
Sensors
All electrical connection, plugs and wires
Exhaust leaks
And no fault found.
But what I have found is the hose that comes of the vapour canister (I'm not to Sure what it is called) collapses the second the engine starts. If that will cause this fault or not I'm not sure.
