Found a 20amp fuse blown under the hood. Replaced it and my airbag light now blinks 52..good sign. Horn works but it sounds really weak and pathetic. Haven't checked the cruise yet as I'm putting hood pins on the car before I go very fast. I tried to jumper the cable with some tweezers and had no luck, but I'm searching around for a paper clip to try.

#52 is intermittent or repaired low battery voltage which could be why your horn sounds weak and it won't start. Battery is dead.

It cranks ok and runs and drives normal. I figured battery should be fine to run the horn if it can turn the motor normally?

looking back I have never asked what happened to replace these? Have you looked to see if the horn or any wiring to it is damaged? The air bag sensor wiring runs up next to it and it could all be damaged.
