Rear brakes dragging?

My rear wheels get much more brake dust on them than the front and it had always bothered me even if i do alot of highway driving and hardly use the brakes the wheels are dusty by the time i get to my destination. Finally got around to putting it up on the jack today and rear wheels are difficult to turn in the air as opposed to the front....and i've also been hearing a dragging sound which seem to be coming from the brakes...so i think i found the problem...next is how can i attempt to adjust my e-brake or or brakes in general to take care of this?

No, they are still about half left.....i replaced them same time as my front brakes with the same pads as well.

Did you try adjusting the parking brake cable?

There's an adjustment on it somewhere... I never had to adjust mine so I'm not sure where exactly it is...
