I find it amazing that the rod big end are always still attached considering the 8mm bolts holding it together.

The pitting around the water ports is normal. Just smear red rtv before laying the gasket down.
The valve stem looks normal stock but id be curious to know why the valve is cracked open. Never trust them pesky lashers! Hopefully the cam lobe is at a ramp, hanging the vale open. Look down the other ports for any valve oened the same amount.
That valve does look suspicious.
That crud in the water jacket could be residual mineral deposits from its previous life that survived the hot tank.
Personally, I would run it.

I was ready to install the blower so I took the protective tape off the intake ports. First thing I saw was some residue/bondo type stuff but then I started looking more.
Does this look terrible or is it me? I am not an expert but that is why I am here.
Also that valve really looks like it is used. It is supposed to be a refurbished motor with all new parts such as valves.
Please share any thoughts. Do I go back to the company on this?

If it were me, i could give 2chits about that shops feelings after shedding $7k and finding what youve found. All surfaces should be nice and clean
