I have a 2002 ford mustang and none of the windows work. I have tested the voltage that they get and it it 5v but on the motor is lists 12v. Dose anyone know a reason for this?

If you're getting 5v at the motors then you're dropping voltage, logically. Either the switch contacts are faulty or the motors are faulty, causing too much resistance.
In your situation I would be looking at the switch since no windows work.

Grab a halogen bulb test light and verify it lights up at the motor connector, circuit voltage means nothing without the ability to carry current and current verifies a good ground.
You live in Illinois where rust/corrosion is common.

As he said check the voltage at the switch. There should be a wire there that feeds it 12v and if there is then the test the output right at the switch and see what it gives.
