Wiring Question due to Wiper Problem

Got a question for you, Due to problems with my Wipers (only work on High) found out that it could probably be a loose connection to the Wiper interval Governor. Checked it out under my dash and did not found the Governer box, Is this replaced with the GEM module on a 1999 V6? Also came across a lose connection, can't find a place to plug this into.
Do you have any idea what this connection is supposed to do ? I circled it on the graphic below.
