fuel issue

As the car is idleing im watching the fuel pressure gauge and its at 47 psi....then it drops down to 28 and picks back up. its not constent and its not in a timely manner. one second its fine two min later it drops. I put my ear to the gas tank and i can hear the fuel pump cutting off and on. As it comes back on i can hear the whine pick up slow but goes to the point of optium operation. But then cuts off and back on. I did the paper clip trick to find the codes for the car cause the check engine light is on and i got EGR and smog pump. Off course both are disconnected or not there.
