Doing a HCI on my 95 GT, pushrod question?

So I have the GT40P heads with TF spring upgrade, TF cam with new roller lifters and stock rockers & pushrods. I have noticed that the intake valves work out to proper torque on zero lash.(1/4 to 1/2 turn for 20 ftlbs) However the exhaust seem to be loose when hand tightened for zero lash. Tried different pushrods and rockers on the exhaust put there is no difference. Is it possible that I will need different sized pushrods for the exhaust valves? If I resize the pushrods how much preload do I give the lifters? The lifters were pre soaked for 3 days in oil prior to install, is it possible that they are not bleed completely?

You need a rocker arm shim kit

Wouldn't the shim kit before if my pushrods were to long?
