1998 cobra cluster issues

So, our Cobra has a issue with the cluster. The speedo jumps at low speeds but is smooth at high speeds. I believe it has 3.55 gears. Is this a VSS issue or speedo gear?

The other issue is the fuel guage isn't working properly. It's stuck between 3/4 and full. Where would I start to see if it's a voltage signal or a issue with the float ?

This might help a bit (attached).

A jumping speedo could be an indication that an aftermarket module might be in place, like a Dakota Digital. Sometimes both my tach and speedo twitch but then go back to normal. Both are driven by aftermarket modules.
