e-fan doesn't come on

i've been meaning to post on this for a while but i have a 94' gt with the factory e-fan and the fan will not come on even if the a/c is on. is this most likely a engine coolant temperature thats bad or is the motor in the fan burnt out?

the fan turns on automaticaly when the a/c or defroster and that has nothing to do with the engine temp.
-The first thing I would ck is the 50amp fuse in under the hoon
-then I'd ck the connector at the fan motor. They are known for overheating and melting.
-Next is the fan motor itself. Disconnect the harness at the motor and you'll see 3 wires, 1 gnd(black), 1 low speed(orange & lt blue), 1 hi speed(red & orange). Make 2 jumper wires that will reach from battery to fan motor. Neg to gnd, pos to hi or low. KEEP FINGERS CLEAR OF FAN
-If fan works with jumper installed then look at the ccrm for issues
