when i put a blower on my car do i get rid of the egr? how do you turn this function off if so?

I believe you can keep it with superchargers, but only reason to is to pass inspection.
Otherwise, lop it off, makes the engine bay look a lot nicer and there's less stuff to break. Probably won't notice any diff. in power.
It has to be turned off in the computer with a tuner or chip (if its a 5 woahhh)

i would like to put a turbo on my car and tune it myself

Whatever tuning software you purchase should have provisions for turning off the egr. Then cap the exhaust and get a plate to finish it off.

or get a piece of aluminum and make the plate with a dremel tool using the gasket as your guide. And polish it.
(I get lots of scrap aluminum at work haha)
All I did for the mainfold side was cut the pipe off, drill a new hole and tap it for a pipe plug.
