So i took a chance on the pump being the issue and got the Delphi one off rockauto, and a FPR. A coworker helped me drop the tank, then a few days later put it back up. Fairly simple job if not for the evap lines being a bitch. Inside the tank is super clean which is great. Welp, it didn't fix the issue. Still cranks but no start. Fuel pressure numbers are way higher now and the pump sounds better so thats good. Checked all fuses that we could think of. Got a Motorcraft crank and cam sensor as cheap insurance hoping that could be it. Hoping it's not the PCM. Don't think it's PATS related either.
