To slow the speedometer down you would need this gear to have more teeth on it.  It is possible and very likely that there is no gear available to accomplish this for you.  Thus an electronic Speedometer Calibrator device (as mentioned somewhere above) may be needed in order to properly calibrate your speedometer.</blockquote>
