Since I started messing with cars back in '75, I have seen this on many Ford products over the years from '72 LTD's with the FMX auto to Pinto's. This enables you to start out in snowy/slick conditions without the rear wheels spinning wildly. It works very well. Your step father is familiar with GM's and other makes that don't have this function. Your trans is functioning as designed. No problem.
