turning pats off

I have a friend that has been struggling with some things. I have always heard you can turn pats off on the sct programmers but never done it. He has one but says he doesn't know much about it. Can anyone help me on if/how to do it?

You can do it with a laptop and the sct pro racer package, if it’s just a handheld programmer you have to get a custom tune to get it turned off.

Yes, just a handheld will not turn it off.

I think he meant you can only do it with the software. The handheld alone won't do it.
