No, thats not the spout connector. its not used on my car either, if I remember correctly, im not sure what its for. did you do a battery relocation? I seem to remember those wires going to something on the battery for some reason.

You should get one, they are more efficient then turbo's as far as power.

I think that is what it is used for. It's right next to the ABS test port.
