If your getting it rebuilt you need to have it bored out also. The purpose of boring it out is to fix any scoring on the cylinder walls and to fix any distortions that happen to an engine with high miles. The few extra cubes don't really do anything performance wise (unless we're talking about an aftermarket block .125 over big bore+stroke)....it just makes everything true again. It's pretty common to go .030 over on a standard rebuild and I wouldn't go any bigger than that on a stock latemodel block. The stroker crank is not a bad idea as long as you plan on upgrading the heads, cam and intake to support it.
