AirBag System Code 61 Ground

94 GT coupe. I recently purchased it and replaced the dash, both airbags and the airbag module. I have no idea what codes it had prior as the bulbs for the warning lamps was removed from the cluster.
After reassembly I have a code 61. The airbag module came out of another 94 that was not wrecked.
The veryuseful sight indicates it’s a ground issue. I have checked the bracket itself seems clean with no corrosion that I can see, bolts are TIGHT.
Pin 18 is ground. Where does this go to so I can check resistance to see if less than 3ohms?
Or has anyone else had a similar issue?

You can either backprobe the connector while it's still on the module to take your measurement, or just take the multimeter and disconnect the connector (with the battery first disabled!) and measure ohms between chassis ground or any piece of metal inside the cabin in reference to that wire/pin. It's definitely going to be less than 3 ohms unless you have big problems.
