Bad IACV?

I have a 1994 gt and when I'm driving if I press the clutch to shift gears my rpms will stay wherever they were left and will stay there for about 3 seconds or more. So say I'm driving in second gear at 3,000 rpms and i decide to shift into third, Once I press the clutch the rpms will either stay at 3,000 rpms or jump to 3,500 and stay there for about 3 seconds. When I unplug the connector to the IACV it eliminates this problem entirely and it runs fine but it back fires at high rpms. Is this a sign of bad IACV?

Sounds like it to me. Cheap enough why not. I just replaced my iac and got a new tps for the hell of it. That was prolly a waste but what the hell new motor might as well be new
