Bumper scratches

Question - what material is the stock bumper constructed of on a '96 GT? Can the damage in the picture I've posted be fixed before painting? Obviously the car had a small fender bump in the past. The larger scrap is not very deep, but there is a gouge.

Those stress cracks may or may not be able to be fixed. They would have to sand and remove all the cracked paint and plastic. Fill it with plastic repair it something similar to make the area rigid again.

Just asking because a local seller has posted a OEM GT bumper for $75, supposedly in good shape.

any bodyman worth his salt can fix the gouge and stress cracks easy peasy.
Gouge is filled with epoxy filler. and stress cracks are sanded out, reprimed and painted.
