I am not sure why it isn't a law honestly or at the very least why other people don't do it. In my 18 yrs of driving I have seen 4 car fires that just seemed to happen out of the blue and while those things are small they are still good for small fires or to catch the big ones early. One thing you need to remember in placing it though is that you need to be able to get at it fast, as well as possibly from your drivers seat if you were pinned in the car. Behind your seat or in your trunk is still better then not having one but again you really want it at arms reach for the worst case scenario which of course is why we are carrying them. The best place I found to put it is to mount it to the back of the center console on the tranny hump facing up. The one I found was a perfect height that it didn't stick out too far to be ugly, was still easy to grab and also easy to mount into the consol.
