Faulty fuel pumps(not providing enough) are not going to cause a fuel over consumption. If anything your going to start running lean and the engine will start pinging in the upper rpm due to fuel starvation. I'm in the city, rarely touch the highway's and I get 200-230km per tank, that's about 130-142miles per tank on 91 octane. My car runs like a breeze with the timing at 12*.
If it's lacking performance do basics before jumping to O2's and pumps. Do your timing, check fuel pressure at the valve, if your have pinging and good fuel pressure check you vacuum system...also the O2's can be diagnosed with a scan tool to see if there switching correctly..
