Hanging/Sticking idol?

Sorry if this is a re-post im a noob and dont quite know how to navigate. But i have a completely stock 2001 V6 (5 speed) and im having some issues with my idol. On a cold start it jumps to about 1.5k-2 holds then drops to normal which i don't find that weird. However while driving my rpms tend to get stuck, for example if im in 3rd gear at 3000 rpms and pop it to neutral to slow down it will stay at 3000 unless i stop or rev a little, if i shift the rpms climb a little before dropping back down. It almost seems like my throttle cable is stuck because its like cruise control i can not have any contact with any pedal and just cruise at which ever speed it decides to stick at. I was thinking the iacv or maf? Not sure only thing the car has is an exhaust.

ya try cleaning the maf, but i think it sounds a little like the tps. someone else will chime in, but what i remember i think the tps can do this.

not sure all i know is my gas milage is about that of a GT with a 6 cyl.. which isnt normal

My recommendation, which isn't a waist of time either way is to-
-Check the EGR tubing. There are three plastic tri-colored tubes that are extremely brittle in and out of the EGR and one to the upper intake manifold. Check for cracks, broken lines.
-Get two cans of Seafoam from auto parts store. Put one full can in gas tank, use second can to clean upper intake with engine running. You can put a drinking straw in the can of Seafoam and hold the end sticking out up to the PCV valve. Best option is to use any vacuum line to draw it out without stalling it. I treat mine every 5K miles. This is not a fix to your high idle issue but helps ALOT to eliminate any second guessing.

just popped the hood and found something interesting. I have i guess cruise control cables but no actual buttons in the cabin of the car. The second thing is my throttle cable is a bit loose so it has some slack in it espically when you turn the throttle im thinking maybe that might be the issue? But it climbs till about 3 grand and holds untill i stop or throw it in a gear.. I will try your solutions, i need to fix this asap its killing my millage and could eventually do damage if it ever climbs to high..
