A good test to see if your booster [brake servo] is working, put the key in the ignition, foot on the brake pedal , pump it a few times to get rid of any vacumn, press on it hard, start the car, does the pedal go down with your foot on it?

ok the brake pedal is stiff when i pump the brakes with the engin off and it still dont go to the floor and i let all the vacum out and i keep it presssed hard and the pedal is the same as before were it would only go a quarter of the way down and then the pedal stops and the car still doesnt stop how would i beable to tell if the master cylinder is bad

Sounds more like the booster, its there to assist in the amount of breaking pressure required, if your master was bad you would have a soft or spongy pedal, and often fluid loss.
Have you checked the pipe to the booster?
