I need some help regarding valves

Ok so I bought a set of heads for the 4.2 I'm building, they were from RPM-Mustangs originally, I got them used so I took them to get them resurfaced, hot tanked, etc.
Ran into an issue with the liners of the valve having messed up the valve, so we took those out and just got a set of used valves.

The problem comes in with the retainers, they are 10 degree retainers and keepers, and as far as I know stock is 7, the valves have three grooves on them (see pictures). When the keeper is in the first notch, the head of the valve is too low and the rocker rubs on the retainer and keeper, and the way it's explained I can see it causing a problem.
When it's in the second notch, it is the correct length, but we are worried it may be too weak and the valve could break off.
I know this may sound confusing at first but I am hoping the pictures will help explain, basically what I am asking is if it's ok to use the keeper around the second notch. Stock they are around the top notch.

The guy says if this doesn't work then I need to get new retainers and springs, just trying to save a little bit.

This is in notch 2 in the head, as you can see the roller would run on top of it, we are worried that the valve might break off.

Here's the guy from the machine shop giving you all the finger while he is putting the keeper around the valve, but your focus needs to be on the valve in the head in notch one.
