Is my fuel pump causing me to fail smog?

Failed my CA emissions test today. Looks like my HC's are way too high. I guess that means lean misfire. I've been having idle issues and a very loud fuel pump. any chance that my loud fuel pump could be leading to my failures?

I tested the fuel pressure today and this is what i had: At idle the fuel pressure was 32PSI and when i blipped the throttle baldes the pressure went up to 40PSI, then immediately back down to 30PSI.

I have already done a full tune up including setting base timing to 10 btdc.

Have you changed your Fuel Filter, have you done new plugs ??? New wires??? You need to do the easy things first.

What do you have done to the car?

High Hydrocarbons could mean a couple things:
Either your O2 sensors are giving a false reading and causing it to add fuel, or you could have pour spark in a cylinder leaving excess fuel to go out the tailpipes. Fuel pressure looks fine. A lean misfire means that there is not enough fuel to burn, but you have a high HC problem. Hydrocarbons are fuel, or unburned fuel if you wanna look at it that way. Let us know what you have done to the car, so we can figure out what could cause this!

The Fuel Pumps have always been loud on our cars.

A fuel pump is going to either work or not.

I have yet to see a pump that goes back and forth with working.

Which plugs did you get and how long has it been since you changed your O2's . Now i know in the state of GA once you spend 600 dollars and you can show proof that you have done that your exempt till next year for the Smog Test. Now if you don't pass the next year the car can not be driven on the road till it passes.

I put in the Autolote AP25 plugs. This morning I ripped out the plugs and re-gapped them. I had them gapped at .052 and moved them to .055. I also noticed that one of the spark plugs were loose in the combustion chamber. I tightened them all down and went for a drive. The exhaust doesnt smell rich and seems better. Just afraid to go pay to fail gain.

I havent changed my o2 -- but i've just bought the car. I dont know how long its been since they've been changed, but I am not getting any codes from the scanner.

My fuel pump has always been loud. Ever SN I have seen/heard has the exact same sound from the fuel pump, it's just the way they are. Thank God for good ole Canada, no emission testing FTW!
