Large spout under dash 95 mustang GT

Could someone please tell me what the really big plug/spout looking thing is under the dash of my 95 GT, it has a almost giant fuse looking thing plugged into it. The wires appear to have been cut to it and I'm wondering if that could be why my 5.0 won't start

Obd11 port not used on 5.0 in 94 95

Probably, but why would it even be there? Very strange...

94-95 v6s were obd11. All the shells were outfitted with the obd11 ports but only the v6s were actually funtional. In 96 the gt went obd11.
