From his 00 GT...

He knows the car has a cold air intake..exhaust(no headers) and gears (3.73).

The two cars on the time slips were 8.88 and 8.91 in the 1/8th, high 13's. Is this possible with a 00 GT with very light mods..?!

My 00 GT with just simple bolt ons (exhaust, intake, shifter) and no weight reduction at all ran consistent high 13's even on a 90+ degree humid night so I would say with gears he should of had no problems at all

yeah, some gears and a little bolt ons will get you high 13's. with a decent driver you can get it down to maybe 13.6 or .7. depends on traction in your 60'

Plain and simple, yes, especially with a good driver and tires.
