PVA is a parting film, it's just to add some lucidity, making the part pop easier. Exactly the same thing as wax. You can use Pam on molds instead of PVA, I'll just stick to wax though haha!
But no, you don't need to gelcoat the plug, you just wax it like crazy, put wood underneath it so you can make a flange. You actually don't even need gelcoat at all, I could pop parts off of that mold after I strengthened it up with some wood, as long as I wax it well enough. Then pop the part, prep it and paint it.
Someone gave me an idea to make them about a 1/2" taller, I might just try that out!
And as far as those louvers go, I was talking to our lead mold guy at work, he says it can be done, and it wouldn't be too hard!
