I pulled off my upper intake and noticed a small amount of oil in the walls of the runners of the lower intake. Is this normal?

Its not unusual with some intakes, some have a very small baffle in the lower intake allowing more oil and vapour to travel up the breather tube and into the intake runners.
Also excessive pressure inside the motor [blocked breathers\worn rings\over filling the oil etc] can cause oil to travel up the breather and into the intake.

Yes, it's normal. No, it's not anything to worry about.
