I'm guessing it's original paint?
17 year old paint... 17 years of fading... The paint under that stripe has never seen sun...
So if you don't mind having different color paint where the stripes are go for it.

As for removing it... I'd grab a hair dryer to heat it up a bit and that should allow you to get it to peel better...

If it's been a garage queen them you'll ghosting should be minimal.
A good cut and buff afterward and you should be good.

If you want to get rid of it quick we use a rubber "eraser" wheel in the body shop. Or if you're on a budget and don't mind taking your time you can just use a plastic razor blade and a hair dryer/ heat gun and it will come right off. Then like stated above, just buff it out and it shouldn't be too noticeable, if at all.

I also used a 3m eraser wheel. works great for this kinda thing.
Picked mine up from NAPA.

Eraser wheel, clean, buff, polish. Also like CC said, it being a garage queen you won't have to bust ass to get rid of the stripe fade.

EDIT: remember when using an eraser wheel - pressure is key, not speed. Speed simply burns up the wheel. Slower speed with decent pressure will get the job nice nicely and with as little burn as possible.

I used the 3m eraser wheel on my dads black lincoln a few years back. Car was like 15-16 years old at the time, garaged some what.. The eraser wheel takes the adhesive off too from the stripes. Compounded, polished and waxed with my buffer.. Came out like glass and you'd never be able to tell it had stripes

If that's the gold package like my 94 then the pinstripe is painted on, not a decal.
