Replace a/c condenser with radiator

No it is not. You only need to replace the a/c condenser when there is a problem with it. They are two separate units.

Isnt it suggested to flush out the system before adding the new components?

if yours is a 96 and the tsb has not been done, then I would change the condenser to get better air flow thru the radiator. that was part of the tsb. if you do make sure you get a 97 and up condenser with the less fins per inch to allow the better air flow. the 96 units were too tight and restricted air flow to the radiator.
