rev problem

I'm having a problem with the rev on my car. Whenever I step on the clutch to shift, rev the engine in neutral, or put the car into neutral when coming to a stop, the rpm stays up for about 3-4 seconds before it starts to slowly come down. any idea what could be causing this? things that are done to the engine are H/C/I, injectors, maf, cold air, fuel pump, aluminum flywheel, and performance chip.

I have seen both the upper/lower manifold gasket, or the PVC hose from the rear driver valve cover to the back of the intake.

Take out a can of carb cleaner spray down the spots, whichever has the idle raise, remove and replace it. :)
