TB butterfly doesnt open fully at WOT

I have a 95 gt with fox body TB conversion. Egr delete, just the throttle cable bracket mounting between TB and upper intake manifold. Im assuming its running a fox body throttle cable ( i bought the car like this). I was swapping my 70mm accufab for a new 70mm bbk and before taking it off, I was working throttle mechanicaly and come to see my butterfly only opens 3/4 of the way with cable attached, not getting caught up on anything. With cable detached I am able to open it up the entire way. I swapped it out and put the BBK on and same result. Is the butterfly supposed to work this way or have I been driving this thing all this time with only partial airflow at WOT? coincidentally my cable broke near the pedal so im unable to troubleshoot any more until the other one comes in tomarow ( i ordered a 93 cable to match the fox body TB set up). Can anyone educate me a little on this? Once again, the cable is clear of everything and not getting caught up. I took a picture while holding the TB open at the spot TB e butterfly stops ( as if the cable were to be hooked up)804.jpg

Do you have any slack in the gas pedal? I’m pretty sure that’s normal. But a little slack is common and a spacer on the throttle cable can open the tb up a little more at wot.

That is with the throttle cable on. I replaced the cable last night but to get it to clear my metal heater hoses which run directly under the throttle cable, i had to shim my cabke bracket further out. Once I did that, the new cable does open the butterfly open completely. But the cable keeps popping off under acceleration from the throttle body. Im assuming since I shimmer the bracket further out, aligning the cabke crooked with where it attaches to the throttle body
