Good luck getting the unit out of the tank, and yes, you would want the tank to be as empty as possible.

Drop the tank, get a brass punch, punch the retainer ring, wiggle out, install on housing, wiggle like hell to reinstall!, took me about an hour

there is a seal/gasket that needed to be replaced on mine that was only available from ford from what I found.

If the tank is empty it's pretty much a 2 hour job if you have someone help you. Remove, the screws that hold the gas neck in place inside the gas cover, then there's 4 more holding the fill tube from the bottom of the car, I believe they're all 10mm. Support the gas tank with a jack and a piece of wood (2X4 or 4X4). Here's where it helps to have a hand, remove the bolts that hold the metal straps holding the tank up (somewhere between 15-17mm) an impact gun will make this a lot easier and faster. Slowly drop the tank, unplug the single rubber hose and disconnect both gas lines (you'll need 2 different sizes of fuel/AC disconnect tools) as well as the 2 plugs that connect to the sending unit and the pump itself. Punch out the retaining ring (crown ring) holding the pump in place, it turns to the left (counterclockwise). The unit that holds the pump in place has a weird S shape that will require to jiggle/snake out the unit. Remove the 2 bolts or all 4 of them, whatever is easier to remove the side plates holding the pump. Depending on what plug the pump comes with you will probably need to crimp the connections to the plug wires. I would cut both metal connectors off and solder the wires in place, use shrink tubing to cover the connections don't use tape to cover the wires or it will disintegrate with the gas. Install is opposite

Be careful of the rubber seal that holds the fill tube, these tend to break apart over the years. Mine was hanging by a tiny piece and almost broke off into the tank. I bought this when I did my pump recently, it includes the rubber ring, both gaskets for the fuel pump and sender, a motorcraft fuel filter, and 2 clips to replace the ones that hold the filter in place.
