1994 GT fog lamp troubles

My 1994 GT should have factory fog lights. It didn't come with any, but I bought the brackets, bulbs, and lights from 50resto, installed and connected to the dangling pig tails under the car. I bought the harness (which had been cut under my console) so I spliced the wires, and now the switch illuminates, the yellow light comes on, but my fog lamps don't actually turn on. What could be the issue? Any Ideas?

is there a For light relay in the engine compartment fuse box? my haynes manual shows one should be there.

should have a tan/orange wire on one end and light blue/black on the other end

There is a relay. It does need to be checked

Also make sure there is a fuse in the fuse box for the fog lights. I dont think the ford would have installed a fuse if there was no power in that connection.

it shows in the diagram that the Fog light fuse is shared with the Horn's. so if his horn works, than the fuse is there

My relay works, I just can't figure out why. Anymore ideas?
