unless you are running a blower or turbo you should leave that tube in tact. It is part of you PCV system and should be left alone.
The PCV system is used to help releave pressure and "ventalate" (thats what the V means) your "crankcase" (thats the C)
Imagine your crankcase is your bedroom... leave all the doors and windows shut for 2 weeks and never leave... its gunna start stinking, right? well, open a door and that will help the problem... but its still not enough...
open a door and a window and put a fan on the window and the problem is pretty much fixed...
well, thats how your PCV system works from the factory. one window open on the backside, then one door on the front side. and your motors vacuum acts as the fan. by taking the hose off of your valve cover to your intake pipe you are removing the vacuum (fan) from the equation. this makes the PCV system much less effective.
also, this allows un-metered air to enter the system. right now your car measures the amount of air entering and leaving the motor... imagine a closed water system, your job is to measure every drop of water in it... this task becomes much, much more difficult when someone leaves a cap off and rain water gets in CONSTANTLY....
a breather cap (sometimes) becomes needed once a blower is applied to the motor. the increased pressue in the crankcase can cause your dipstick to pop out it gets so strong.... last thing you want is oil spitting out the dipstick tube onto your $75.00 blower-belt... a breather cap allows that pressure to excape when it gets too harsh.
Usually by the time you have this kind of pressure you have a MONSTER blower on the motor.... if you're skilled enough to build a 9 second car with 35 PSI running through it, your PCV isnt something you need to worry about... many run it directly into the exhaust to scavange the pressure out of the crankcase. others use breather caps... etc. etc.
