My shift points are way to low and the car is sluggish after going into a higher gear. I know there are tools like the Tweecer I can buy
to do this but I don't have $3-400. Can the dealership or somebody like AAMCO do this?

You know what, I'm sorry. When I first read that I thought you were implying that the car was sluggish after installing higher gears (ratio).-Sorry
As long as the car and trans is mechanically sound, its a "must have" to get yourself an SCT tuner dyno tuned. If you were willing to drive to Manassas Va. to visit Excessive Motorsport they would be able to really get you great shape. If something else mechanically is holding you up now, someone like that would be able to take care of it at the same time.
A higher ratio set of gears should of done nothing but put you back in your seat. But anyway, any Mustang with some mods needs to be tuned for oh, so many reasons.
If funds are an issue, I would not ever visit AAMCO but locate your local Mustang shop and take it to them.
