looks to me that you cut the off road x where you want the cats and clamp them into place

If i had to guess i'd say that's a pic of an offroad x pipe and the cats they sell, i can't imagine them sending it to you like that and having you cut the pipe to install the cats. I'd call and ask, but from what I've seen pypes catted X's come with the cats installed.
