if you need to remove tar and rubber. you could use acetone, laquer thinner, or gasoline.
as for road grime use elbow grease. you can't hurt them except with sand paper, so don't use that. then pick your polish of choice

We just put a used catback system on my dads last nite, and to clean the tips for it, i used some brake clean, a rough sponge, then i scraped off the rest of the tar and stuff with my finger nail, then polished them with some nice chrome polish, they came out really nice, but it was on a 04 so you can't see much off the tip anyway lol

On OEM tips, I use tar & bug remover, let it soak and then lightly use a scotch bright to clean it up. On Borla's or some other highly polished or chromed tips I would still use the tar & bug remover but, would use a soft cloth instead.

I use a product called Noxon - it is a stainless steel polish - with an old white sock. The polish loosens up the tar and road grit. Put it on the pipe (a warm exhaust pipe makes it work faster, but be careful not to burn youself), let it sit for a couple of minutes, and then I wrap the sock once around the tailpipe and pull back and forth quickly. Does a great job and won't scratch. Although I still have the stock exhaust (except for Flowmaster mufflers) I can polish the exhaust pipes all the way back to the bend over the rear axle. The polish makes it pretty simple, and I can see the bright stainless pipes through the rear wheels. One of the things that has kept me from switching to an aftermarket exhaust is that the stainless parts are usually just the tips at the rear, and I like to see the pipes all the way back.

What's a Scotch Brite? Like a brillo pad or steel-wool (sp?) pad?

I use carb cleaner on a rag(if the tips are really dirty.) Takes everything off like a charm...
Then clean them with some windex, followed by a polish of choice...
