I use it on my tailpipes and other random aluminum pieces. Works great, IMo.
it's made of some type of cotton wad i believe.
A little piece goes a long way too.

i use it every now and then on tailpipes and things, put a lil elbow grease with it and it works pretty good.

Flitz Polish is the best I've ever used for metal. I've never used the Nevr-Dull, but I swear by Flitz.
