Engine bay rust/ inner wheel well

So found this today what should I do and how big of a problem is it for a 16 year old car? Front passenger wheel similar rust on drivers side

If its only surface rust, clean it with a wire brush and POR15 it before it gets any worse.

fairly common as he said if its just on the surface no biggie. Poke it with a screw driver and see how far it goes through

both sides of the towers have rust holes i poked through i covered all the rust etc with automotive rust bullet guess its kinda like por 15 idk if it will help but hoping

It really needs to be cleaned very well before putting any coating on it. If not, the rust will just continue to eat through the metal.
