so, do you put the stock steering wheel back on for inspections? no way you'd pass with that thing, with no horn or airbag.

I never understood why some of the states you people live in, dont require state inspections, whether its annually or once-a-"whenever"... the whole point of them, at least the main purpose of them, is to assure you and everyone else, that you are driving a car that is safe for you and other drivers. Not requiring an inspection, is like saying they dont care if your blinkers, horn, or any safety features on your car work, if your tires are safe to drive on, and all the other stuff they would look for.

I like how Jersey does it... they require them, but only once every other year, as opposed to every year. its still done within a reasonable time-frame, but not EVERY year.

why? not having inspections allows up to have any modification to our cars without having to worry about putting it back to stock to get an inspection done. And if any of the things you stated gets noticed by a police officer they get a ticket.

thats not the point. the point of inspections are for safety, not just for you, but for anyone else driving around you. the government could care less about you not wanting to put parts back on your car for your inspection... and why should they? for legal reasons, you shouldnt have them on your car to begin with as a daily driver or any kind of "driver" if you have to take it off for an inspection.

and, as far as getting ticketed for stuff, how is a cop going to know if your horn doesnt work? or if your tires are worn, or if your ball-joints are bad, or if your brake pads need to be replaced, or if your rotors are too low, etc.

this is what is designated for "passenger cars and light duty trucks", in regards to what is required to check during a Pennsylvania State Inspection.

Safety inspections for passenger cars and light-duty trucks require that the following items be checked: suspension components, steering, braking systems, tires and wheels, lighting and electrical systems, glazing (glass), mirrors, windshield washer, defroster, wipers, fuel systems, the speedometer, the odometer, the exhaust systems, horns and warning devices, the body, and chassis. For most vehicles in the 42 county, Non-I/M region this safety inspection will also include a Visual Anti-Tampering Check. The Visual Anti-Tampering Check is an examination of the vehicle to see if the required emissions components have been tampered with or removed. For more information concerning the 42 County Visual Anti-Tampering Check please reference Section 175.80 of Subchapter E, of the Vehicle Equipment and Inspection Regulations. For a complete list of the rejection criteria for passenger cars and light duty trucks, please visit Subchapter E of the Vehicle Equipment and Inspection Regulations.

The only things listed in that quote, that a cop driving around, could visually see and pull you over and ticket you for, is warning devices (flashers) and any kind of excessive body damage. As well as headlights/tail lights being "out".

it makes no sense to me as to why the Federal government would allow the states, or why the individual states would allow their residents to drive around with cars that could potentially be dangerous for you and other drivers. Even if its for budget reasons, thats not a good enough reason to disregard safety precautions.

All of those things that they look for could all easily go bad in two years... All that inspection does really is make sure they work on 1 of the 730 days that take up two years.

I dont know if it varies by state, but by law you need a horn, and if your vehicle comes equipped with an airbag, you can not remove it. Do I have to explain why it's not safe to remove those items?

You and I may think its perfectly fine, but its more of a question of how the state governments consider this safe. With all the regulations for this and that, both state and federal, for peoples' safety and for environmental health, its a wonder how they allow people to drive around in cars that may not function safely.
